- A Guide to Procurement at the Port Authority of NY & NJ (PDF): An overview of how to do business with the Port Authority of New York & New Jersey, the Port Authority Trans-Hudson Corporation (PATH) and other wholly owned entities. General information is available about registering your firm, the solicitation process and other requirements for conducting business.
- Code of Ethics for Port Authority Vendors: When they work with the Port Authority, Vendors are also working in the public interest. The Code requires Vendors to comply rigorously with all legal obligations – and to behave ethically and with integrity (as set out in this Code) when they are engaged in activities on the Port Authority’s behalf.
- PA 4254: Compliance Certification: This Compliance Certification is for Vendors to certify their Compliance with the “Code of Ethics for Port Authority Vendors.” This Certification must be executed, and provided to the Port Authority, as detailed in a solicitation, contract or agreement, or as requested by the Port Authority. All Compliance Certifications must be retained by the Vendor, unless and until the Port Authority indicates that the Certifications may be disposed of.
- Annual Construction Program (PDF): See a forecast of construction contracts published as a continuing effort to encourage participation in the Port Authority’s procurement of construction services. This forecast identifies contracts to be publicly advertised, as well as set aside to M/W/SBEs.

- Performance Evaluation for Construction Contractors / Construction Managers Policy: Performance Evaluations will be prepared for all contractors, subcontractors and construction management firms on all Port Authority construction projects, and less than satisfactory ratings received at any time during the previous three years will be considered in contract award determinations.

- Professional Service Firm Questionnaire Used to create a database of professional, architectural, engineering and related technical service firms. For some solicitations, a prequalification and competitive solicitation process is conducted.
- PA 3760A: MBE/WBE Participation Plan and Affirmation Statement As the contract requires for construction, and commodities and services, Bidders shall submit this form as the MBE/WBE Participation Plan and/or good faith documentation.
- PA 3760B: Modified MBE/WBE Participation Plan and Affirmation Statement Bidders shall use this form to modify an MBE/WBE plan after an award for construction or commodities and services.
- PA 3760C: MBE/WBE Participation Plan and Affirmation Statement As the contract requires for commodities and services or professional, technical and advisory services, Proposers shall submit this form as the MBE/WBE Participation Plan and/or good faith documentation.
- PA 3760D: Modified MBE/WBE Participation Plan and Affirmation Statement Proposers shall use this form to modify an MBE/WBE plan after the award of a contract for commodities and services, or professional, technical and advisory services.
- PA3764A – Contractor's Integrity Provisions – Bids (PDF): Firms and representatives bidding on their behalf certify their integrity as defined herein. Included are the code of ethics and the Port Authority’s right to determine ineligibility of firms.
- PA3764B – Contractor's Integrity Provisions – RFPs (PDF): Firms and representatives submitting RFPs on their behalf certify their integrity as defined herein. Included are the code of ethics and the Port Authority’s right to determine ineligibility of firms.
- PA 3968 – Statement of Subcontractor Payments Prime contractors are required to report progress of subcontractor participation against commitments reported on the PA3749B.
- PA 3968A – Tenant Construction Statement of M/W/DBE Payments Report Tenants are required to report progress of subcontractor participation against commitments reported on the PA3749D.
- PA 4235 – MBE/WBE Subcontracting Provisions When indicated as applicable, this PA 4235 contains the Authority’s current MBE/WBE participation goals.
- PA 4242 – Appendix A3: Modified DBE Participation Plan and Affirmation Statement Bidders or Proposers shall use this form to modify a DBE plan after an award for construction or commodities and services.
- PA 4243 – Appendix A3: Modified Professional, Technical and Advisory Services DBE Participation Plan and Affirmation Statement Proposers shall use this form to modify a DBE plan after an award for professional, technical and advisory services.
- PA 4250: MBE/WBE Participation-Professional Services Call-in - When indicated as applicable, this PA 4250 contains the Authority's current MBE/WBE participation goals for Professional Services.
